do you think having a grey warden character (just a warden, perhaps one who goes around collecting new recruits or something for the excuse to have them not at a fortress) is something that you'd need to make a special application for ?

I'd say they apply the same way the grand enchanter/knight commander rule works, since they have the right of conscription- which is likely to either end in:
a) A weird over-inflation of Warden characters, or;
b) Too much of an 'easy out' for characters committing crimes with the saving grace of then getting to become a warden.
THOUGH, if we then as a rule didn't allow conscription, I could see Warden characters working. Just as long as we keep a cap on them.

I'm fine with a few Warden characters if there's no conscription allowed -- maybe if this thing legitimately kicks off we can arrange for a "first come first serve" listing of "come here if you wanna take the Joining" event sometime in the future?
